ELLIIT Call H – Invitation to Submit Ph.D. Student Project Proposals
Proposals are invited within ELLIIT Call H for new Ph.D. student projects with strong potential to break new ground within the general field of information technology and mobile communications. Projects should demonstrate novelty, feasibility, and potential to contribute to long-term competence development within ELLIIT’s research areas. This call is open to anyone at LiU, LU, BTH, and HH, irrespective of department affiliation or current/previous associations with ELLIIT.
Project proposals that relate to software engineering and technology, or radar systems, will be prioritized for funding. Proposals with demonstrable potential for industrial impact are especially encouraged. Plans to exploit ELLIIT infrastructure will be also viewed favorably.
To be competitive, projects must initiate new activities and provide substantial added value over ELLIIT projects funded under calls D, E, F, and G. Direct continuation activities or direct extensions of past or ongoing ELLIIT-funded activities will not be considered.
Conditions of the call
- Each project has a PI and a co-PI, which are based at two different universities (LiU, LU, BTH, or HH). The PI is the main point of contact for the project.
- Each project will support one Ph.D. student, at the level of 1 MSEK/year, during 2027-2031 (five years in total). This student is expected to be employed in the same department as the PI. Funds are paid to the PI’s department. The co-PI’s department does not receive direct funding from ELLIIT.
- The PI should be the main advisor of the Ph.D. student during the entire project. In case the PI does not have their Docent title by the deadline of the call, a temporary pro forma advisor must be identified in the proposal, and a plan for the Docent timeline must be supplied.
- The PI and co-PI must be competent within the subject area of the proposal, and have an excellent reputation and international visibility in their field.
- The PI and co-PI must have permanent or tenure-track faculty positions with at least 50% activity at one of the ELLIIT partner universities throughout the duration of the project. Adjunct and guest faculty are ineligible. There is no restriction on department affiliation or on current/previous associations with ELLIIT.
- Any individual can have, at any point in time, at most one Ph.D. student funded by an ELLIIT project. Hence, PIs on call D and E projects, and PIs/co-PIs on calls F and G projects, are ineligible to apply as PIs on call H. However, they may serve as co-PIs.
Please note that the conditions of this call differ from that of the recent call G.
Format of the proposal (five pages proposal + four pages CVs):
- Title of the proposal
- Names and affiliations of the PI and co-PI
- Executive summary (one paragraph)
- Description of the research challenges, technical approach, preliminary results, relation to the call, industrial impact, added value, and track record of cooperation (see details in the proposal template)
- A two-page CV of the PI, and a two-page CV of the co-PI, with links to Google Scholar.
- Proposals with structure or formatting that significantly deviate from the template may be rejected without review.

Evaluation criteria:
- Scientific originality and quality, and clarity of the technical objectives.
- Relevance of the proposed topic to information technology and mobile communications, and specifically for software engineering or technology, and/or radar systems.
- Potential for impact on Swedish industry.
- Added value over the current ELLIIT project portfolio.
- Merits and international visibility of the PI, and his/her track record of exploitation (for example via patents, standards, or spinoffs).
- Track record of LiU-LU-BTH-HH cooperation, and of contributions to ELLIIT reporting and ELLIIT workshop (only for PIs/co-PIs previously funded by ELLIIT).
Timeline: Projects are expected to start in the fall of 2026. If the Ph.D. student is not employed by December 31, 2027, funding will be terminated.
Submission instructions: Proposals should be prepared as a single PDF file (5 pages proposal, and 2+2=4 pages CVs) and uploaded in the online application form no later than May 13, 2026.
