ELLIIT call G – Invitation to submit project proposal

Within ELLIIT call G, proposals are invited for new Ph.D. student projects with significant potential to break new ground and go beyond state-of-the-art. This call is open to anyone at LiU, LU, BTH, and HH, irrespective of department affiliation or current/previous associations with ELLIIT.

The call will follow a two-step process with submission of a two-page pre-proposal in the first step. For pre-proposals that are found to be of particular interest, the authors will be invited in a second step to submit a complete project plan.

The scope of the call is information technology and mobile communications. Proposals that address emerging national security challenges and the development of dual-use technology are especially encouraged.

To be competitive, projects must initiate new activities and provide substantial added value over ELLIIT projects funded under calls B-E. Continuation activities or extensions of past or ongoing ELLIIT-funded activities will not be considered. Notwithstanding, plans to exploit synergy with existing activities and with ELLIIT infrastructure will be viewed favorably.

Conditions of the call

  • Each project has two partners: a PI and a co-PI based at two different universities (LiU, LU, BTH, or HH). The PI is the main point of contact for the project.
  • Each project will support one Ph.D. student per partner, at the level of 1 MSEK/year, during 2026-2030. Funds are paid to the PI/co-PI’s department.
  • The PI and co-PI must be the main advisor of their respective student, and have obtained their Docent title by the deadline of the call.
  • The PI and co-PI must be competent within the subject area of the proposal, and have an excellent reputation and visibility internationally in their field.
  • The PI and co-PI must have permanent or tenure-track faculty positions with at least 80% activity at one of the ELLIIT partner universities throughout the duration of the project. Adjunct and guest faculty are ineligible. There is no restriction on department affiliation or on current/previous associations with ELLIIT.
  • Any individual can have, at any point in time, at most one Ph.D. student funded by an ELLIIT project. Hence, PIs on call D and E projects, and PIs/co-PIs on call F proposals, are ineligible to apply.

Format of the pre-proposal (two pages proposal + four pages CVs):

  • Title of the proposal
  • Names and affiliations of the PI and co-PI
  • Short abstract (2-3 sentences)
  • Research challenges, technical approach, and novelty over state-of-the-art
  • Relevance to the ELLIIT 2030 Technology Foresight, and the ELLIIT Foresight Companion 2023 (one sentence)
  • Added value over existing ELLIIT projects (name the three most related ELLIIT projects from calls B-E, and describe how the proposed activities go beyond them, 2-3 sentences). The ELLIIT Quality Review Report 2024 (available at elliit.se) provides an overview of existing projects.
  • If the PI or co-PI has had funding from ELLIIT in the last 10 years (as project PI/co-PI or ELLIIT recruited faculty): track record of cooperation LiU-LU-BTH-HH, and a list of co-authored publications
  • Two-page CV of the PI and the co-PI, with links to Google Scholar.

Evaluation criteria:

  • Scientific originality and quality, clarity of the technical objectives
  • Relevance of the topic for information technology and mobile communications, and for national security/dual use
  • Added value over the current ELLIIT project portfolio
  • Merits and international visibility of the PI and co-PI
  • Track record of LiU-LU-BTH-HH cooperation (only for previously funded PI/co-PI)
  • Industrial/societal relevance, potential broader impacts, and cross-disciplinary aspects

Timeline: Projects are expected to start in January 2026. If the Ph.D. student is not employed by December 31, 2026, funding will be terminated.

Submission instructions:

Pre-proposals should be prepared as a single PDF file (two-page proposal + CVs) and uploaded in the online application form no later than September 1, 2025
